New law requires state permit for online gambling | The Budapest ...

All online gambling and betting platforms will require a five-year state concession under a law passed in Parliament by 235-69 votes on Wednesday. Sites not granted a state permit will be blocked in Hungary, while concession winners will be required to check users? personal data and to restrict access to over-18s.
The concession comes with an annual HUF 100 million (EUR 338,891) fee, a fortnightly gambling tax of 20 per cent of net takings and a quarterly supervision fee of 2.5 per cent with a minimum of HUF 100,000 (EUR 338) and a maximum of HUF 50 million (EUR 169,445).
The government estimated at HUF 10 billion (EUR 33.88 million) last autumn the revenue to be expected from the new regulations on online gambling.
Meanwhile a dozen businesses have turned to the European Court of Human Rights in Strasbourg to seek compensation for a ban on slot machines introduced by the Hungarian government last year, and which they say deprived them of their assets and livelihood. A case has also been lodged at the Constitutional Court, said lawyer D?niel Karsai.
Since last October slot machines can only be operated by licensed casinos (of which there are three in Hungary), a ruling that followed hard on the heels of steep tax increases on gaming industry machines and revenue.
In other news National Election Committee OVB approved on Monday an initiative for a referendum on the sale of tobacco products asking the question of whether Parliament should change the law so that tobacco shops can only sell tobacco products. From this Monday only licensed kiosks will be entitled to sell tobacco products, a range that has since been extended by the government to include alcohol and newspapers.
A previous bid to hold a referendum on whether to void the results of the tobacco retail tender, which is widely perceived as skewed in favour of Fidesz supporters and their families, was rejected by OVB.
